Is it possible to copy/move songs, videos, podcasts from my old iPod touch into my iTunes library, or onto either my Mac or iPhone 14 or iPad (or all)?

There is no native way to transfer music from the iPod to a computer. There are third party apps that will do that, however. Do a search on Transfer music from iPod to computer. Once its in the iTunes library on your PC, you can sync it.
It may not be. Some of it depends on your version of iTunes. Older versions used to back up all the data, including music, etc. But with the advent of cloud backups the focus turned to preserving settings and app specific data and depended on redownloading content from the applicable store.
You can try to back up your ipod and see if any of the songs, etc transfer over…but chances are they may not if they are not currently available for re-download
