It is highly recommended that you not skip multiple versions of macOS. Jumping from Mojave to Ventura skips over Catalina, Big Sur, and Monterey. There were major changes in Catalina and Big Sur.

So here is how you obtain the older macOS versions. Upgrade to Catalina then Big Sur and finally Monterey. Updating each one to ensure it's fully patched. If you run into trouble, try installing while in Safe Mode.

How to download macOS - Apple Support - Has links to locate the hidden older macOS versions on the App Store.

How to boot into Safe Mode:

Hold the Shift key while powering on the Mac, keep holding Shift until you reach the login screen. Let go and login. You will see a second login screen. Then you will reach the Desktop. Only the bare minimum things will be running.

As you upgrade to each major release be sure to check for updates and install them. Test all your applications to ensure they are compatible. Security, anti-virus, etc. apps are bound to break. You should remove them or upgrade them. Google each software App and check to see if it's compatible with the version of macOS and check if you need to update the software.

Yes, this is painful and time consuming. But unless you wish to risk catastrophic failure it's essential. If you wish to start over with a completely clean installation. Perform a backup of your data using Time Machine or Carbon Copy Cloner to an external disk. Then you can obtain a 16GB+ flash drive and you can burn the Ventura installer to the flash drive and hold the Option key when booting while the flash drive is connected and choosing to boot the Ventura installer. You can wipe the internal disk and install Ventura from scratch. Then restore just your data and re-install the latest versions of all your Apps.

Disclaimer to others reading this, this user has 2017 MacBook Pro and therefore it is definitely an Intel Mac and it doesn't have the T2 security chip so things will be less complex without all the modern hardware security.
