Rebuilding ENTIRE PLAYLISTS with each sync

I only sync to my iPhone 11 (iOS 16) to two 'smart' playlists where I have songs I have not heard before from my music library. Once I listen to them on my iPhone I sync them with my library to remove the ones that I have listened to (plays field ≠ 0) from my device.

When I used to sync via iTunes, and an old MacBook Pro using Mojave, it did it properly and it only synced the songs I had heard leaving the rest intact, AS IT IS SUPPOSED TO DO.

Now that I have a new MBP using Ventura and the Music app, every time I sync my iPhone 11 (iOS 16) all songs from the playlist, whether they have been played or not, are synced every time. It is extremely frustrating and absurd that with this new 'upgrade' it does this. It is just ridiculous.

I tried what was suggested in this thread:

Rebuilding ENTIRE library with each sync … - Apple Community

I removed the few WORK fields that were present and it synced as before, but just one time.

The next time it did not work, and it went back to syncing the entire playlist as before. I opened my library in the Music app looked for songs that had something in the WORK field (or movement name has something, or movement greater than 0) and there were none

I kept reading the thread and tried fixing permissions as suggested:

Repair security permissions for iTunes fo… - Apple Community

Tried again and it did not work. Music app kept syncing the entire playlist.

This is extremely annoying and infuriating!

Please I need some help.

Thanks.
