Was the iPhone purchased at an Apple Store in Miami? Where did you take the iPhone to attempt getting service? What did they say was this unauthorized modification. If they said it could not be repaired, did you ask for the cable back? What do you mean the money was not returned? Who did you give money to for a repair?

The phone was intended for sale in the US. If you bought it anywhere else in the world it is a grey market phone, and will still only be repaired in the US. And it was probably modified before you bought it to work where you bought it. That is most likely the unauthorized modification.
I still do not understand why Apple is stating that it had an unauthorized modification. Apple could not refund your cost of the iPhone because I expect that more than 14 days had passed. If they could not repair the device, it would seem the unauthorized modification has voided the warranty.
