Universal Control always running, causing mouse to stutter

Hello, i'm on Ventura and having issues with my mouse (external and trackpad) stuttering across the screen. I was able to fix this by restarting the Universal Control process but after shutting it off through system preferences I noticed it is still a running process and it seems like anytime the mouse is moving Universal Control starts using 2-4% of the CPU.

Is there a way to stop this process from running at all?
