Did you have a chance to read through the article viewed before posting your question? What to do when you can't add a pass is after Step 4, in the first section:
If you don't see an option to add your boarding pass, ticket, or other pass to the Wallet app, contact the merchant or company that issued it to make sure they support passes in the Wallet app.
If the issuer does support passes in the Wallet app, the next step is to contact Apple Support to have them look further.
Provide the details about what happens when you try to add the pass. Include what the issuer advised you when contacting them.
