Go to Settings->Apps and make sure the TCM app TV Provider is set to Always. For what it’s worth I also have a Spectrum cable subscription and the Watch TCM app works fine. You might also make sure your TV provider is also set to Spectrum and the TCM app is set to ON.

I get TCM with my Spectrum cable subscription. Should that not entitle me to watch TCM on the app?
