Unless you have a 5G iPhone, are on a 5G network and one that supports that feature, you cannot update over anything but WiFi.

All non-5G iPhones can only use WiFi to update, or when connected to a MS Windows or MacOS computer (Update your iPhone, iPad, or iPod touch with iTunes - Apple Support)

Allow More Data on 5G: Enables higher data-usage features for apps and system tasks. These include higher-quality FaceTime, high-definition content on Apple TV, Apple Music songs and videos, iOS updates over cellular, and automatic iCloud backups.“
