The reply by the “Community Specialist” did not address the question at all. The article referenced says nothing about folders. I also have this question and look forward to replies that address the question.

If you haven't already done so, take a moment to look over this article. Organize and find your photos on your iPhone, iPad, or iPod touch - Apple Support. It offers information on how to view your photo library, create an album, and search your photos. Make sure that you have met all the requirements offered in the "Before you begin" section before getting started.
