I have tried to buy in app purchases by using my apple balance but so far it says that my purchase cannot be completed. My subscriptions are being perfectly deducted from my apple balance and also can buy apps from the app store but cannot make purchases in app. Webtoon gives me an error code: 399

Perhaps Webtoon is one example of where Apple requires a credit-card on file in order to make purchases with account balance... (seems security is tight in some situations ?)
If needed, and appropriate:
You might want to check with the App Store (or Billing) Support Team.
