Apple Pencil hover mode not on all iPad Pro’s

On an iPad, since you could use a Bluetooth Mouse and get an onscreen cursor….why isn’t the Apple Pencil Hover Mode simply a feature for all iPads….iPad Pro’s at least.

‘This is complete Planned Obsolescence and absurd.

I just purchased my M1 iPad Pro and I am discouraged and disappointed that I cannot experience what seams to be a software locked feature after spending over one and a half thousand dollars on the device and Apple accessories. Apple Pencil 2 missing double tap options I have an 11” IPad Pro 3rd gen with Apple Pencil 2. IOS 15.7. When I go to settings to check or change the pencil settings, I don’t have any options to do so. I just get something about scribble. Double tap doesn’t work on the pencil. I’ve restarted, rebooted, disconnected and everything else that has been suggested to no avail. What’s next.
