It seems like you are unable to use the Apple TV remote to control the volume and you've already visited the article that addresses using your Apple TV remote to control your TV. Was it working at one point and it just stopped? Are you able to use an iOS device to control the volume?
Other than volume, are you able to use your Apple TV remote to turn your TV set on and off?
"Get help with your infrared remote
To use an infrared remote (commonly known as a universal remote), you need to let it learn the signals that the Siri Remote generates. Open Settings on your Apple TV. Then go to Remotes and Devices > Learn Remote, and follow the onscreen instructions.
If volume control doesn’t work automatically, you can manually program your remote to control volume on your TV. Open Settings on your Apple TV. Then go to Remotes and Devices > Volume Control > Learn New Device, and follow the onscreen instructions.
Clear the path between your remote and the front of your TV or receiver. Volume control normally works using the IR sensor* on the front of your equipment.

Make sure that HDMI-CEC is on
If your TV or receiver supports HDMI-CEC, Apple TV uses the HDMI connection to allow it to be controlled by your TV or receiver remote.

Same happened to me. Worked fine with my Polk IHT 3000 (volume up, volume down, mute, and power) via my Sony XBR49X830C. It worked, and then it didnt. I have changed settings, removed and re-added the soundbar to the Apple TV 4K. Nothing works to control the soundbar.
I just hooked up another soundbar, a Bose Solo 5 TV sound bar. The controls DO WORK when adding the remote to the Apple TV 4K volume controls, but the Apple remote will not work to operate the soundbar for regular use. Seems screwy.
