When I accept the new iCloud Terms and Conditions I receive a very quick Server error message then the Terms and Conditions bubble won't go away

So I had this same issue and I fixed it.
My Set up: I have my primary ID and a second that I use to have 4TB on iCloud.
Fix: I sign out of my second ID and back in. That seems to have fixed it on mine. If you don't have a second ID as I do then I suspect that signing out of your primary ID and login back in will have a similar effect.
P.S. Restart your mac after you've done this.
