can't select agree in apple terms and conditions screen

I am reinstalling Mohave after wipe my 2015 macbook air and when I get to the "Terms and Conditions" screen, the "Agree" button is not highlighted/selectable. Help. I have tried hitting the two "more" buttons and once it expands, you can't scroll down.

I fixed this problem differently. At the beginning I choose to set up my Apple ID later on, and skipped this step. After starting the computer without Apple ID, later on settings I entered my Apple ID. It is set up now.
