My camera is freezing up whenever I try sliding over to portrait mode. I also noticed that when I pull down the drop down menu when this is happening the flashlight icon is flickering on and off rapidly. It is as if the flashlight is preventing portrait mode to work. Has anyone experienced this or have any idea of what to do? I’ve tried updating and a hard reset already.

Does this only occur when using the camera app itself? Have you tried a restart?
Restarting may help as it can clear minor issues: Restart your iPhone
If restarting doesn't help, you may want to have Apple run a diagnostics on your device to check for internal issues: Contact Apple for support and service
