No. iPhone warranties are generally only valid in the country where the phone was initially sold by an Apple store or Apple authorized reseller. The only real exception is a phone sold in any EU country is covered for warranty in any other EU country. Sometimes an Apple authorized service provider will, out of the goodness of their hearts, do minor repairs, but they are not required to, and specifically, the ones in India will not based on user reports. This is true whether or not you purchase AppleCare+.
Also, be careful with 3rd party dealers, many of whom sell gray market phones. While these are perfectly good phones, the warranty will only be honored in the country where Apple initially sold the phone to the reseller. Thus, a US phone sold in the UAE will not have a UAE warranty from Apple; they may have one from the reseller, but not necessarily.
