why does the Livongo application not show up as a source of information for the Apple health application? I

If you go to the App Store, it appears the app developer simply doesn't support Apple Watch.

You can contact the app developer and ask them if they have any plans to make this app available for Apple Watch, but that would be up to them to develop something which is WatchOS compatible.
