How do I access my name in settings on my Apple Watch. I have enabled account settings, and it still will not let me touch my name on my Apple Watch in settings. Bc I am trying to add my watch to my Find My and I can’t do that unless I can tap my name.

Welcome to Apple Support Communities. It sounds like you're on the right track with enabling Find My from your Apple Watch. Make sure you're taking these steps from Set up Find My on your iPhone, iPad, iPod touch, or Mac.

If that's not working, you can also enable Find My from your paired iPhone. As mentioned in the same article above, "If your AirPods, Apple Watch, or supported Beats product are paired with your iPhone, they're automatically set up when you turn on Find My iPhone."
It sounds like your Apple Watch may not be responding as expected. In that case, we'd recommend using the guidance from Restart your Apple Watch since this is similar to a frozen Apple Watch.

The Apple watch does not appear on that list either. I'll reset my watch tonight and see if that helps it

When you open Settings, the name associated with the Apple ID should appear at the very top. Tapping on it makes available things associated with the Apple ID, such as security, etc.
Sorry-- I meant on the iPhone that's paired with the watch.
Solution: reset watch. Restore from backup. Watch now appears in Apple account in settings dnd in Find My list
