Welcome to Apple Support Communities. It sounds like you're on the right track with enabling Find My from your Apple Watch. Make sure you're taking these steps from Set up Find My on your iPhone, iPad, iPod touch, or Mac.
"Turn on Find My network for Apple Watch
- On your Apple Watch, open Settings.
- Tap your name.
- Scroll down until you see your Apple Watch.
- Tap your watch name, then tap Find My Watch.
- Make sure that Find My network is turned on."
If that's not working, you can also enable Find My from your paired iPhone. As mentioned in the same article above, "If your AirPods, Apple Watch, or supported Beats product are paired with your iPhone, they're automatically set up when you turn on Find My iPhone."
It sounds like your Apple Watch may not be responding as expected. In that case, we'd recommend using the guidance from Restart your Apple Watch since this is similar to a frozen Apple Watch.
