If you’re using the older 2 step verification (which sends 4 digit codes via SMS texts) you can disable that. See the instructions in -> Two-step verification for Apple ID - Apple Support
However, if you’re using the newer 2 factor authentication system (Activation Lock for iPhone, iPad, and iPod touch - Apple Support) then you cannot disable it.
2 factor authentication does not use SMS texts except as a backup system. By default, 2 factor authentication codes are sent as encrypted iCloud notifications, not text messages. Any trusted device (I.e. any device signed in iCloud with your AppleID) can receive codes whether it be a Mac, an iPad, an iPod touch or an iPhone. The cellular telephone number is used as a backup system only in the event your iCloud notifications are not working. You can also list any other telephone number you wish under your AppleID to receive codes via SMS text or automated voice message in the event you don’t have a trusted device available.
