Since updating to Mac OS 13.1, files with the .webloc file extension open by default in Safari even when I have a different web browser set as my default. These files should open in the default web browser as chosen in my settings.
I hope Apple will fix this ASAP. And I really hope this is not some sneaky way to try to force people to use Safari when they don't want to.
This has been fixed in Ventura 13.2 that released today (01-23-2023)
I am having the same issue. No matter what my default browser is set to, it uses Safari when double clicking. Everything is usually set to Brave. Changing to firefox doesn't solve the problem. This has only happened with the most recent update. Very frustrating.
Perhaps you could suggest to Brave that they should make their own web shortcut.
I've already done a bug report using the feedback reporter. I have not heard anything back yet.

It's highly unlikely you'll hear back. Apple reads feedback and takes notice.
