Can't Add a Card to Apple Wallet

Whenever I try to add a card to my Apple Wallet, it shows the error;

"Add Cards to Wallet

To add cards, keys, tickets, and passes to Wallet, look for the Add to Wallet button in apps, emails, and websites."

CANCEL Learn More

After that, even if I press "Cancel" or "Learn More", pressing the add card button shows the same popup, and the cycle continues in a loop. I tried changing my region but I have almost $200 AUD in store credit in my Apple ID and it's not letting me change my region without spending all that money. Is there any way to fix this without spending all of my store credit?
