In shortcuts -> automation, 'Speak' function is setting volume to low in my phone

Have you restarted your iPhone yet? This can often resolve minor issues. Here's how to Restart your iPhone. You could even try resetting the volume before doing this and setting it back to 100% after the iPhone switches back on. This might trigger the volume to work properly for your Shortcut. You may even want to delete and recreate the entire Shortcut.
