Trying to get some space on my iPhone 13 for photos.
How can I store all my photos on my Mac book pro 13 in iCloud and make some space on my iPhone 13?

Are you already using iCloud Photos? If so, the photos would be stored in your iCloud rather than on either device. You can select a setting to keep full size originals stored on the devices but they would also be kept in iCloud in that case.

If you are already using iCloud Photos the Optimize Storage setting for your iPhone.

If you turn on Optimize Storage, iCloud Photos automatically manages the size of your library on your device. If you turn on Download Originals, iCloud Photos keeps your original, full-resolution photos and videos in iCloud and on your device."
If you aren't using iCloud Photos you can import them from your iPhone to your Mac.

You can import photos and videos to your Mac by connecting your device to your Mac. However, if you use iCloud Photos, then you don't need to import.
To import to your Mac:
- Connect your iPhone or iPad to your Mac with a USB cable.
- Open the Photos app on your computer.
- The Photos app shows an Import screen with all the photos and videos that are on your connected device. If the Import screen doesn't automatically appear, click the device's name in the Photos sidebar.
- If asked, unlock your iOS or iPadOS device using your passcode. If you see a prompt on your iOS or iPadOS device asking you to Trust This Computer, tap Trust to continue.
- Choose where you want to import your photos. Next to "Import to," you can choose an existing album or create a new one.
- Select the photos you want to import and click Import Selected, or click Import All New Photos.
- Wait for the process to finish, then disconnect your device from your Mac."
If you are needing more iCloud space and have photos in your iCloud Library you could create an additional library on your Mac then store the photos there. When using iCloud Photos your main System Photo Library is your iCloud Photos Library.
