Are you already using iCloud Photos? If so, the photos would be stored in your iCloud rather than on either device. You can select a setting to keep full size originals stored on the devices but they would also be kept in iCloud in that case.

If you are already using iCloud Photos the Optimize Storage setting for your iPhone.
