If it was covered by AppleCare+ with Theft and Loss, file a claim here:

iPhone Theft and Loss Claims - Official Apple Support

If you did not have this coverage, you can purchase a new iPhone. You are still responsible for paying any remaining balance on the lost device.

If you have homeowners or renters insurance, or bought the iPhone with a credit card, you may have other options through your insurer or credit card issuer.
