Mac Mini M1 Doesn't Allow Accessories to Connect
Allow accessories to connect is missing.
I don't have this here in the menu even I have M1 mac mini. Wondering why?

That's because it doesn't exist on Desktop Macs like the Studio. It should allow all devices without asking.

There is nothing to address with a Mac mini. Desktop Macs do not require allowing accessories. Accessories are always allowed.
Frustratingly I have the same issue, the allow access to connect window does appear for a nano second then disappears. I noticed a flash so recorded the screen and freezes the fame to see it...?
I resolved the issue by going to the Apple menu > System Settings. Click Privacy & Security. Scroll down and click the pop-up menu next to "Allow accessories to connect", then choose which option you want.

Yes, your Mac Studio is not a Mac laptop so you are not supposed to see “Allow accessories to connect.”
Preventing accessories is not a function on Desktop Mac models.

As the article states, it only applies to Apple Silicon laptops.
Exactly - I can see this option on my Macbook Pro M3, but don't see it on Mac Mini M1. Same Sonoma 14.2.1.

That's because it doesn't exist on Desktop Macs like the Mini. It should allow all devices without asking.
For laptops only not desk Macs
I don't believe it has. I recently brought it to apples attention on their website.
Try the below links, the more people raising this issue, the more chance of it being fixed.
When I spoke to on line help, they recommended the top link, and go to your device type, and then raising the software issue since you updated with Ventura.
I can say, as I too have the M1 Mac Mini with Ventura 13.1 and that specific Feature does not presnt.
Though, using the same Operating System on a M1 MBA Laptop - it Does Present on each and every New USB Device attached to the machine. It will only request this once and thereafter - not more
USB Hub be it USB Powered or Self Powered ( Cabled to Wall Socket ) is somewhat dependent on the Chip Set In the HUB .
This became and ongoing issue starting on macOS 12 Monterey and seems to have carried through to Ventura.
Do not use a HUB but only from observation - it is " trial and error" if it ( HUB ) will or will not work
This happens on my MacBookPro 2018 (Intel) after updating to Ventura.
I'm unable to connect to USB J-Link anymore. This used to work fine on Monterey.
There is no "Allow accessories to connect" in the systems preferences on Ventura 13.2.
Hopefully there's a way to downgrade back to Monterey. I have nothing good to say about Ventura.

So after all and checking around for me the problem was with the device. I made my mind a got a new hub based on thunderbolt. HP G4. This works amazing but has no card reader or ssd in it.
Exactly, I have M1, that is not Intel based. Everything worked until the Ventura update. From now on no card reader and ssd works in the hub. The digital signature and usb sticks are working. I would like to change this setting to allow all, but not sure if I can do it from Terminal or how.
On Mac Mini M1...
Asus ZenScreen MB16ac worked before Ventura 13.2.1 update. Screen and cable still work on other devices.
Other previous working Dell monitor also no longer working on thunderbolt port, but does on HDMI port.
No matter what is plugged into thunderbolt, no device shows up in system report, nor does any "Allow accessories" popup asking for permission.
No "Allow accessories to connect" option in System Settings > Privacy & Security.
Clearly something changed in Ventura and Apple needs to address ASAP.
