I know how to "disable" those 2 in Settings
but Safari is refusing to change it
went also in PREFERENCES / Website & same
CANT get over many websites & have to use Firefox or Brave

Remove the VPN client entirely, restart into Safe Mode, and try again.
Just some food for thought. Unless you're using a true VPN tunnel, such as between you and your employer, school or bank's servers, they are pretty much useless from a privacy standpoint.
