When I go to the settings /General/ VPN Device Management Setting I enter my apple ID and it says that my ID is already being used? I have been out of work and school for a couple of years (retired) How do I unenroll?

You're not enrolled in anything. If you see the option to sign in on that screen, it means your device is not managed. As for the Apple ID in use, that message pops up when you try to use a personal Apple ID. It cannot be used with the MDM sign in due to it being personal and therefore in use. You have nothing to worry about. If you don't want your device managed, don't sign in...
