Three suggestions:
1 - Make sure all 3 devices have been updated to the latest OS versions.
2 - Make sure all 3 devices are logged into the same Apple ID account.
3 - If using a VPN on any of the devices, try it with the VPN disabled on any/all of them.
I assume that everyone took all the obvious and necessary steps. If you are still experiencing the issue then try to mark the board as Favorite. That solved it for me. Now Freeform syncs my activity in real time across all devices.
I seem to be able to fix a 'no sync' issue by turning it off on my iCloud account and then turning it on again (and worse, sometimes, by having to sign out completely) - both of which is an absolute pain. Perhaps even worse here is that, elements I use my iPad for (e.g. hand drawing etc... with Apple Pencil) don't always sync properly while other elements (like the insertion of photos) do. I absolutely love the concept of the App for story boarding etc.. and it has huge potential for collaboration on creative projects, but fixing the sync issues is critical for me if I'm going to rely on it.

FWIW. the only fix I’ve found that is consistent (saves and uploads work) is to create a new board with a similar name. That immediately uploads the prior one. Works in the UK anyway. Good luck 👍
Same issue for me - I created and then duplicated a random board on my iPhone (which wouldn't sync). This random board then appeared on my Mac. Hey presto - my iPhone now has the board I created on my Mac. I've tested making changes on both my Mac and my phone, and all the changes are syncing with no problem. I will continue with reserved optimism!
That did it for me too! All I had to do was favorite one board and they all appeared on other devices. Even could edit on the other devices in the and it would appear on the original device. thank you thank you thank you!!!!!
I’m having the same problem and by chance this helped me. On the device that’s not updating, switch it off, wait a bit then turn it back on. That did it for me.

Thanks! It doesn't make sense, but this worked perfectly for me. I duplicated a board on my ipad, and boom... syncing came to life everywhere.
Restart my iPad was helpfull, but I hope that I don’t need to do that everytime
Do not turn off Freeform on iCloud on the device with the latest version of the board! I have synching issues too - MacBook Freeform board to iPhone. The latesd version of my board was on my MacBook and NOT synching to my iPhone so I turned off Freeform in iCloud on my MacBook and turned it on again (thinking it would reset the connection), only to find that the synching only took place from iPhone to MacBook. So I lost all my updated work and was left the old version of the board which was on my iPhone!
Lesson I learned here is to send the latest version of the board to pdf if complete, or always make two copies of the board, one with a different title (which totally rules out the convenience of synching tho).
I hope the developers fix this problem soon. I use Freeform for work!
Yes, this. Also had this issue (Mac boards/updates weren't syncing over to the iPad) - turning iCloud sync for Freeform off, restarting the mac, then turning the iCloud sync back on on the Mac seems to have sorted the sync issue...
BUT, turning off iCloud on the Mac made all the boards DISAPPEAR with no warning. And now they're GONE...
No huge deal as I'd only just started using the app, and took a screenshot first after reading your message... but still, that seems like a significant bug for Apple to fix. If the sync failed you'd expect them to still be stored locally or recoverable somewhere, or at least a warning first...

Issue is:
Only the changes made on iphone gets updated on icloud. Changes or additions made on ipad or mac remains on the respective devices.
There is no button or link to force sync anything to icloud. So I am at the mercy of the device/ software/ OS to do they syncing.
I'm having same issue with my iPhone and Macbook - Documents created on Phone are syncing with Mac but Documents created on Mac are not syncing with phone - tried with VPN on and off, also am update to latest OS versions on both. I hope Apple Support filed a bug for this.
Have any of you tried to access your Freeform boards from iCloud.com? I don't have any other devices besides my iPhone, so I don't know if the issue I'm encountering is related to what everyone else is encountering. When I login to iCloud.com, I'm not even seeing the Freeform app as being available.
I did turn off the iCloud / Freeform setting on the phone (at which point the boards on my phone disappeared), and back on (at which point the boards reappeared on the phone). So it seems like there's some syncing that's been done, but I'm just not seeing anything accessible via iCloud.com.
Tried the suggestion of duplicating a board, but nothing changed. Have logged out of iCloud.com and back in, but have not tried logging out of my iPhone & back in.
Have also noticed at least one other app that I use on the iPhone (Voice Memos) which is turned on in iCloud setting, but similarly there's no Voice Memos app showing up at iCloud.com.
