Ventura Permissions denied

I am the only user and administrator of my MAC. Since installing Ventura, multiple permissions issues have come up. I can open "info" on a file/folder and unlock the permissions lock but I'm unable to change/add permissions. The message says that I don't have the necessary permission. Also, when I open a picture with Preview, it shows as locked. If I click unlock, I'm still unable to edit the picture. Any ideas?

Where are these files & folders located?


Is iCloud turned on? I don't use iCloud, but it may affect the permission of items in the Desktop, Documents, and Downloads folder.


Try booting into Safe Mode to see if this allows you to do those things. If Safe Mode allows you to do these things, then you most likely have some third party software installed which is interfering with the normal operation of macOS. Usual culprits are anti-virus apps, cleaning/optimizer apps, and third party security software....none of which are needed on a Mac.
