Provisional Enrollment Failed [MCCloudConfigErrorDomain - 0x80EF (33007)]

Hi I keep trying to add an iPhone to ABM service via Apple Configurator 2 using a profile that has a wifi connection set up in it and I can push to the phone and it can surf the internet successfully. However when I try prep the phone to use supervision i get the above error message.

The config profile has worked flawlessly on company iPads, both new and older units that have been repurposed, The wifi works as stated above. I have reset the iPhone, restored the phone, revived the phone and erased the phone, I have tried with a working sim card and without. i have even tried apply the profile with out wifi. I fact i have run out of ideas on how to resolve this issue. (Sorry issue is iphone 12 running iOS 16.2 (20c65)

Somebody please help.....

This Worked For Me.

I have not had to do this in the past, but today I had the same issue and eventually I went through the setup process on the iPad to the point where I connected the it to our WiFi. Then I did the Prepare and it worked.

I have my MacBook set to Share its network connection with the iPad, so it should not have made a difference. Also, all I do is use Apple Configurator to add the iPads to our Apple School Manager account when someone buys one at a store instead of through the proper channels. No other set up options. Then I use the MDM to do all the 'hard work.'

FYI - This iPad did come with 16.2 installed. It failed with that iOS. I updated it to 16.4 and still failed. That's when I connected it to WiFi.
