I have a M1 iPad Pro that I bought 6 weeks ago. I’m using Apple Pencil 2 too.
When I charge my iPad, the Apple Pencil seems to register strokes that I am not making. It consistently is adding lines and shapes while drawing in procreate. If I remove the usb-c charger, the issue immediately stops.
I'm using an original iPad charger and the issue occurs on specific part of the screen (middle left when horizontal)
please advise.

It could be a software issue. You can try restarting the iPad or checking the settings. You may also talk to apple support if needed. If you're on a beta, you can report it in the Feedback Assistant App.
Are you only having this happen while using Procreate? If so, you could delete and reinstall the application.
It happen on every application. Notability, goodnotes and even the new Freeform app by Apple. I tried to reinstall all of them.
I restarted my iPad, restore the iPad, changed pencil to a new one, and updated the iPadOS to 16.2. I’m not using beta software.
I really need someone’s help….
