Text Messaging on Macbook Air Phone # is not registered with iMessage

I can text some people on my Macbook Air, but other people I cannot text on my Macbook Air. I get the message that the number is not registered. Where do I register on Macbook Air? I have Text Message forwarding to my iPhone turned on. I can text these not registered from my iPhone, but not my Macbook Air.
