Is this bad?

If a service gets busy once in a while, no.

The tests that this service ran afoul of (and presumably then got restarted for) exist for a reason.

If there is a pattern of increasing busyness, maybe.

If you are (also) seeing visible symptoms of issues or malfunctions without resorting to reading analytics logs, yes.
