How can I call my new ipad from my existing iphone 13 when I am away and my ipad is at home on the WiFi able to call out??

iOS/iPadOS devices, that are signed-in to iCloud with the same AppleID, are unable to make FaceTime calls to the same user. Put another way, you cannot call yourself (i.e., your own AppleID) from another device of your own.
