Blood oxygen deleted
I deleted my blood oxygen feature by accident before I bought or set up my apple watch. It isn’t available for download because of this. Can anyone help me?

If you own Apple Watch SE as your signature suggests, you didn't accidentally delete Blood Oxygen from your watch. Your watch by virtue of being Apple Watch SE doesn't support the Blood Oxygen feature. For that feature, you'd need Apple Watch Series 7, 8 or Ultra.
