The first hit when you do a search for "iPhone sign out of iCloud" is this one:
Sign out of iCloud on your iPhone, iPad, iPod touch, Apple TV, or Mac - Apple Support
And this one for signing back in:
Sign in to iCloud on all your devices - Apple Support
In case you are not aware, this is a user-to-user forum.

Have you made sure both devices are signed into the same iCloud account and -
on the Mac:
at System Settings (Preferences) > your name > iCloud you should check to make sure iCloud Drive is turned on and that Numbers is also turned on (in the list that appears after you click the Options... button)
on the iPhone:
at Settings > Your name > iCloud make sure iCloud Drive is turned on and that Numbers is checked in the APPS USING ICLOUD section (you will probably need to tap Show All to see the list of apps including Numbers).
If all those settings are correct and you still don't see your Numbers documents syncing, then you could try signing out of iCloud and then back in again.

and restarted phone & MacBook Pro - still no love . . .
No, Collaboration is not required. But you do need to be successfully signed into the same iCloud account on the devices you want to sync.
Have you been to Numbers for iCloud at iCloud.com to check that your documents are there, up in the cloud?
SG
Syncing does save the edits. The device on which you made the previous edits is not connected properly to the iCloud account. Maybe try signing out again, and then back in, then give it a few minutes.
SG
Is Collaboration required to share computer data with iPhone -
or is Location Access involved? Tom
Yes sir - they are indeed in the cloud - but minus the recent edits as if
the doc wasn't saved or something. So they have synced - but not this
time. I thought syncing saved the edits. Tom
Please tell me exact steps to sign out
of iCloud.
That did it SGIII - the sync worked - all is well.
Thank you, SGIII
Tom
Great to hear you got it working! Sync can sometimes be a little balky and mysterious.
