Switch Control Unable to Activate

Why is it that every time I try to activate switch control it says that there is Invalid Configuration? When it asks if I want to allow Switch Control, the Cancel and OK buttons cannot be pressed because the screen is frozen and will not let me.

Have you tried to force rebooting the phone if it’s unresponsive?
