Pictures show up as files and cannot download or open file

I have a iPhone 14 pro max version 16.2 and For the past 2 weeks my iPhone has been not showing pictures or contacts that other iPhone users send to me.

i have not changed any settings and this isn’t a carrier thing because my wife’s iPhone has the same carrier and hers works fine.

i tried looking through settings and my and my wife’s settings are all the same so what gives?

here are the sample pictures and again I cannot download it. Whenever I tap or try to click or even hold the file nothing happens besides the react icons.

We see that you're unable to open or view pictures from your Messages app after updating the iOS. We can help.

Do you receive an error when you try to open the photos? Are you able to open up photos from the Photos app without any issues? What happens if you send yourself a photo through messages?

For intermittent issues it can sometimes help to restart your device. Try to restart your device by following these steps: Restart your iPhone.
