Hello AliciaDay,
QuickTime is not a standalone program in later versions of macOS and is instead apart of the operating system. Details on using QuickTime on macOS Ventura can be found at QuickTime Player User Guide - Apple Support. If you are running into specific issues, please let us know more details about what you're experiencing and we'll go from there.

It is not, but I understand the confusion.
When you launch QuickTime Player, it may offer an Open dialog box for selecting a multimedia file to open. That may initially have the QuickTime folder in iCloud selected. You can use the sidebar to navigate to other locations (e.g. Desktop). It will then remember the last used location for next time. If you don’t intend to open such a file at this time, then click Cancel.
Other functions, such as creating a recording, are available from e.g. the File menu.
