For iPhone, this was added this in iOS 16 I think. But in my experience, it doesn’t seem to work in watchOS 9.2. Maybe I’m doing something wrong? Or is this just a feature request? Thanks!

You just need to figure out the correct wording to make it happen.
In JJARSC's reply 👆 he gave you an example of the wording. He said, “see you later smiley face emoji”
Your watch will pick up on the "smiley face emoji" part and do it.
I sent stars to my wife the other day. I said to my watch, "Star pitter patter star" and it sent "* pitter patter *" to her. I probably could have gotten a ⭐ if I had included "Star emoji pitter patter star emoji". Maybe I'll try that today.

You should have several options to send messages from Apple Watch. You can use the keyboard, Scribble feature, or dictate text with your voice.
Tap the microphone icon and start speaking to dictate a new text. You can speak punctuation and emojis too. For example: “did it arrive question mark” or “see you later smiley face emoji”.

I am aware of those options. My question was very specifically about whether or not you can use dictation to enter emojis when sending texts from the Apple Watch. Telling me other ways to enter emojis in text messages on the Apple Watch isn't really that helpful. A simple yes or no would be more helpful, as it would at least give me a next step of going here. Or if there is a better place for such feedback, please let me know, thanks.
Thanks, but to clarify, this question was about dictating emojis in a text from an Apple Watch / watchOS, not about iOS. Is my only option the feedback link in that case?
Sigh, thanks for the kind and helpful clarification, and sorry for the oversight, JJRASC. It seems finding the right words to use for various emojis is all that was causing me issues.
