My phone shows switched off when someone calls
When i turn off the screen of my iphone 11,like when i am not using my phone and someone calls it show that my phone is switched off, tried restart and resetting the network settings

When a caller calls a number your Carrier's network tower tries to reach you on your device and tries to get the status of your mobile. What is fetched and what is recorded is totally by the carrier's server.
