My wife and I both have an AT&T pop up on our phones which we cannot get rid of. Gave me a # to call which I did and they wanted to get into my phone to resolve the problem. I hung up when they wanted to do that. So I don’t know if it’s really AT&T or a scam. How can AT&T just put a pop up on our phones that won’t let us do anything unless you call the number

611 is a legitimate AT&T customer service number - as long as it is called from an AT&T serviced telephone. (800) 331-0500 is a legitimate AT&T customer service number without that restriction.
You didn’t tell me how to get rid of it
Settings > Safari > Clear History & Website Data
What was the number it gave you?
If it said to call 611, that is a legitimate AT&T customer service number.
