You may try deleting the Dock preferences.
Then you'd need to set it the way you want (it will have reverted to a default set of apps).
Sometimes a corrupted preference file may prevent updates.
Do the following two commands in Terminal:
rm ~/Library/Preferences/com.apple.dock.plist
killall Dock
adjust the Dock and see if it now sticks.
I dragged it off the dock onto the desktop and quit it from there. Can't get rid of it totally but at least it's hidden in launchpad.
freeform is an app that is bundled with macOS. it cannot be deleted. and it only takes up 22 MB of disk space anyways.
but if it's on your dock and you want to remove it from there, you can drag it off of the dock and drop it on an empty spot on your desktop. it will then be gone from the dock.

Does it reappear, if you delete it from the Dock and immediately restart in Safe Mode?
Does it reappear afterwards if you then restart normally?

Another update in this process.
If I create another account, freeform does NOT add itself back to the dock after a reboot. And simply logging from that account and then logging into main account, FreeForm does not add itself to the dock, it's only on REBOOTS.
I cannot delete the freeform app. I didn't ask for it. I cannot shut it down or turn it off and I can't remove it from the dock. Now what?

My problem is that when I remove it from the dock, after rebooting it shows back up on the dock.
How would one remove it from the dock permanetly??
I don't mind it being installed, I just dont want it to keep showing on my dock after reboots.
I drag it off the dock, quit it, but after a reboot there it is again on my dock.
I take it that you chose "Remove from Dock" and not Open or Open at Login, right?
Make sure that the app is NOT in your login items or starting in any way when you start your mac or log in.

try quitting it first before trying to drag it off the dock. does that stop it from reappearing?
Deleting the Dock preferences did not work either.
Any other suggestions on how to make FreeForm NOT add itself back to the dock after reboots? Cause at this point it's really really really annoying the **** outta me.
What happened after resetting the Dock preferences? Normally a default set of apps should appear. I don’t know if Freeform is one of them or not, but any third party apps you might have added should have disappeared from the Dock. Did that happen?
Where in the Dock does Freeform appear? In the main part or in the “recent apps”?
Does it always appear in the same position? As a test, if you move it instead of removing, does it reappear in the same place after rebooting?
