IOS 16.2 icon folders are useless. Icons are so small.You spend too much time trying to recognize what they are. Might as well remove all folder content and search for individual icons. Why would this release change something useful to inefficient?

Yes, there is extensive beta testing by developers - plus there is a public beta programme that you can join should you choose to do so. As with any beta programme, it is inadvisable to install beta software on your primary device.

Returning to your problem, if standard iPad settings are insufficient for your needs, you’ll find Accessibility settings that will further enlarge elements of the screen display:
Perhaps changing this setting will help you better see the App and App Folder icons:
Settings > Home Screen & Multitasking > Use Large Icons - set to ON
Changing the icon size doesn’t seem to change the folder size. Now my icons look bigger than they used to, but the folders are still too small! Apple used to be know for being the best at accessibility for all, but this latest update certainly makes it more difficult for anyone who doesn’t have young eyes. I am not happy ☹️
First thing I tried, still way too small. Apple sold over 425 million IPads in 2021 (figures aren’t out for 2022). Is there no beta testing for releases?
