I have tried sending messages to someone that has an Android phone. The bubble is blue, but they never receive the text. The only way it gets delivered is if I touch and hold the blue bubble and select “send as Text message “ and I have to do it every time.
it is very frustrating. Does anyone know what is going on?

The bubble is blue because the email address associated with them in the contact record on your phone and/or their phone number is registered with iMessage. They need to de register from iMessage.
