Can an Apple watch family member without an iPhone use Apple Music on their watch?

If the Apple watch family member without the iPhone is on the Family Share Plan, can they use Apple Music to stream music from their watch while connected to wifi? Then, can they download some songs from Apple Music to their watch to listen to without wifi access?
