What is Apple Mail Follow Up?

Since upgrading to Ventura 13, having an odd Mail behavior. All of a surgeon a bunch of previously viewed emails pop up in the inbox, ones that were removed from that box, and they have the words "Follow Up" in the upper right corner in the sidebar. I have to review each of them and delete them again. Why is this happening, and most importantly, how can I turn it off?
