Shared Album on ICloud

Is there any way to allow a non apple device (android smartphone, Chrome browser on PC, etc.) to access a shared album on iCloud?

Are you asking about Shared Photo albums? If you enable a photo album as a public Web Site, when you create the album, you can share the URL to the users without an Apple device.

"To share an album with friends or family who don't use iCloud, open a shared album that you created, go to the People tab, and turn on Public Website. Your photos publish to a website that anyone can see in an up-to-date web browser. "
