I have been deleting photos & arranging albums on icloud.com/photos, but they aren't syncing to my macbook pro or iphone

How do I get the macbook & iphone to follow the lead of icloud.com/photos and sync

MacBook Pro 13″, macOS 10.13

It may take a while until the syncing has been completed.

I just tested by creating a new album at www.icloud.com. The album appeared five minutes later on my iPhone, but is not yet visible on my Mac.
