With Apple TV 4K you set one HomePod or one pair to be the default audio see: Set up home theater audio with HomePod mini or HomePod and Apple TV 4K - Apple Support. This setting will make it stick, so each time you go to use your Apple TV they will automatically connect. If you also want to use more HomePods you can use this same setting to add as “ temporary” Or just AirPlay to those. Use Apple TV to play audio throughout your home - Apple Support. Use as many as you like this way.
